Well-led
Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.
At our last assessment we rated this key question Requires Improvement. At this assessment, the rating has remained Requires Improvement. During our assessment we found that systems and processes in place were not always effective in ensuring good governance and oversight. At our last assessment we found a breach in good governance. At our assessment of this key question the service remains in breach of good governance.

We received mixed feedback from staff in relation to the culture at Silverpoint Court. Staff told us they felt there were improvements to be made and that they did not always feel listened to. Some staff told us they felt the workload was not always managed well which was impacting on them answering call bells timely due to carrying out other tasks. Staff told us the care of people was their focus, one staff member told us, “We all do our utmost towards providing the best possible care.” Some staff we spoke to were positive about the team. One staff member told us, “The care team work very hard.” Another staff member said, “The care team are fantastic, that includes housekeeping, laundry and kitchen staff.”
Capable, compassionate and inclusive leaders
The provider had recently recruited a new manager. The manager will need to apply to become registered with CQC as required. The operations and compliance manager has been supporting Silverpoint Court in the interim and during the assessment process. The operations and compliance manager was responsive, open and honest throughout the assessment of Silverpoint Court. They recognised that improvements were needed and responded positively to feedback given.

Governance, management and sustainability
The providers governance systems were not always effective. The provider had recognised that people were not being included in their care planning and had implemented a system to address this. The provider failed to identify their governance systems for reporting safeguards and notifying CQC had not been robust and therefore the provider had failed to always report notifiable incidents. For example, not reporting serious injuries or abuse. Records such as risk assessments were not always robust enough to ensure people were always kept safe.
Partnerships and communities
We did not look at Partnerships and communities during this assessment. The score for this quality statement is based on the previous rating for Well-led.
Learning, improvement and innovation
The provider had not always focused on continuous learning, innovation and improvement. At this assessment we found concerns raised at our last inspection had not been addressed and the provider remained in breach of the regulation relating to good governance. This demonstrated a poor culture of learning and a failure to implement and sustain improvements. The provider acknowledged improvements were needed to ensure people always received high quality care and support.
At the time of our assessment the provider was carrying out improvements to the environment including renovations to update the home. The provider told us they had been implementing champions for falls prevention and carrying out analysis of falls in the home to look at potential trends and areas of improvement to manage this.
