Our view of the service
We carried out a responsive on-site assessment to determine if the service had made improvements since the last inspection. Following the last inspection, the trust was issued a Warning Notice under Section 29A of the Health and Social Care Act 2008 due to our concerns that patients on the acute mental health inpatient wards were not receiving safe care and treatment under regulations 12 and 17 of the Health and Social Care Act 2008 (regulated activities).
At this inspection we reviewed three key questions: Safe, Responsive and Well-led. During our last inspection Safe was rated inadequate. Responsive and Well-led rated were rated as requires improvement.
On this inspection we found that the service had made significant improvements and had met most of the requirements of the previously issued breaches of regulation 12 and 17. However, there continued to be concerns regarding some of the ward environments and timeliness of responding to environmental risk.
The overall rating for this service is Good. We rated the Safe and Responsive and key questions as Good. We rated Well-led as requires improvement. The previous ratings of Good for Caring and Effective remain.
People's experience of this service
We spoke with 28 patients across the five wards we visited. Most patients spoke positively about their time in hospital. Patients said that were staff good, supportive, caring and kind although some patients commented that staff were not always available. The majority of patients said they felt safe on the ward. Patient’s feedback regarding the quality of food was mixed, with some commenting it was good and met their dietary needs, whilst others saying it was unhealthy and did not meet their dietary needs. The majority of patients were able to use their section 17 leave when requested. Activities and leave were rarely cancelled due to short staffing however some patients commented that the wards were boring and there was not much to do.
