Our view of the service

Midlands Partnership University NHS Foundation trust provides mental health and community health services across parts of Staffordshire, Telford and Wrekin and Shropshire. The trust holds national contracts for providing mental health care to the Ministry of Defence. We assessed acute wards for working age adults and psychiatric intensive care units comprising of 6 acute wards and 1 psychiatric intensive care unit across 2 sites; Redwoods centre in Shrewsbury and St George’s hospital in Stafford. The Redwoods centre has Pine ward with 15 beds and Laurel and Birch wards which have 16 beds. St George’s hospital has Brocton ward with 20 beds, Chebsey with 19 beds and Milford with 18 beds. All are mixed sex. The Ministry of Defence commissions 6 beds on Brocton ward. Norbury ward is a male only psychiatric intensive care unit with 11 beds. We fully assessed all of the wards except Milford ward. We carried out a focussed, unannounced assessment looking at specific areas of safe and well led in November 2022 and rated both domains as inadequate. We took enforcement action and issued a Section 29A warning notice which required the trust to make significant improvements under Regulation 12 Safe care and treatment. We revisited to check progress in June 2023 and found the Section 29A warning notive could be removed however there were some actions still to complete. At this assessment we reviewed all of the quality statements. We carried out an on-site assessment on the 28 to 30 January 2025 and asked for, and reviewed data related to the assessment. We rated the service as good. The service had made improvements and is no longer in breach of regulations. Staff fully assessed and mitigated risks within the environment safely and managed patients’ personal property. Care records and documentation demonstrated patients were risk assessed before taking leave. The provider had enough staff to ensure people’s safety and meet their needs who were appropriately inducted and trained. Staff managed mixed sex accommodation breaches well. Patients felt safe, listened to and staff were responsive to their needs. Governance systems and audits were effective.

People's experience of this service

We spoke with 19 patients and 9 carers, and reviewed patient satisfaction surveys and community meeting minutes.

Overall, patient’s experiences were positive, they felt safe and staff listened and supported them. We observed staff to be responsive to patient’s needs. Patients felt involved in their care. Staff supported patients to understand their care and treatment and understood their individual needs. Information was presented in various ways and patients felt involved in their treatment plans. Patients could provide feedback through various forums and each ward delivered a weekly community meeting.
