During an assessment under our new approach

Date of Assessment: 20 January 2025. High Standard Care Limited is a domiciliary care agency providing personal care to people living in their own homes. The Care Quality Commission (CQC) only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care. At the time of our inspection two people were receiving care at home from the provider.

The care and support provided to people was safe. There were enough staff available to ensure punctual care from regular staff. The provider operated robust recruitment practices to ensure that staff were safe and suitable, and a rolling programme of training meant that staff were skilled and knowledgeable. People’s known risks were assessed and managed and staff followed appropriate infection control practices.

People’s needs were assessed and care plans provided staff with guidance on the care and support to be provided. Staff supported people to be healthy and obtained people’s consent before providing support. The service was responsive to people’s changing needs, using a person-centred approach. The quality of care that people received was checked by the registered manager, who maintained consistent contact with people and their relatives. The provider worked cooperatively with other providers and liaised, where necessary, with health and social care professionals to meet people’s needs.

During a routine inspection

About the service

This service is a domiciliary care agency. It provides personal care to people living in their own houses and flats. At the time of inspection, one person was using the service and had received care for a short period. Because of this we were unable to gather enough evidence to make a judgment and award a rating against the five key questions, 'Is the service safe?', 'Is the service effective?', 'Is the service caring?', 'Is the service responsive?' and 'Is the service well-led?'. Therefore, we were unable to provide an overall rating for the service.

People’s experience of using this service

People told us they were happy with the service. Staff met the needs of people using the service. Staff knew how to identify and report abuse.

Risks were assessed and managed. Staff had guidance on how to support people safely. Recruitment checks were undertaken to ensure staff were safe to work with people. We signposted the provider to safer recruitment practices. Staff followed infection control guidance when providing care.

People were supported to eat and drink healthily. Staff received training and supervision to support them in their roles.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

Staff were kind and caring. The person received support from regular care staff. Staff respected people’s privacy and dignity.

Care records detailed how people preferred to receive support. Staff knew how to support people to be independent where they were able to be. A complaints procedure was in place and shared with people using the service.

Staff felt supported in their roles. The registered manager responded to people’s needs as they arose. Quality assurance systems were in place.
