Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence.

At our last assessment we rated this key question Good. At this assessment the rating has remained Good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.


People's needs were assessed and care and support was delivered in line with current standards to achieve effective outcomes. People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

Assessing needs

The provider made sure people’s care and treatment was effective by assessing and reviewing their health, care, wellbeing and communication needs with them. A relative told us, “We have been involved as a whole family with [family members] care package and how it should be delivered. We have been listened to and understood. It’s partnership working.”

Staff had access to information about people’s needs, through the providers electronic care planning system. One member of staff told us, “I have access to the information I need to support people properly. People’s care needs and any risks to people are always assessed before they come start a care package with us.”

Records confirmed that consent was sought from people and in accordance with the Mental Capacity Act 2005 (MCA). Decision making was supported by clear policies and processes. The registered manager understood the principles of the MCA.

The provider told people about their rights around consent and respected these when delivering person-centred care and treatment. People told us they had been informed about their rights around consent and said that staff respected this. One relative commented, “I have seen the staff working with [family member] and they always ask for consent and permission before they do anything.”

Staff told us they had received training in MCA and DoLS and were able to describe their responsibilities under this legislation, they were aware of people’s mental capacity assessments and who had a DoLs in place.
