During an assessment under our new approach
We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.
We undertook this assessment to follow up on concerns identified by the local authority. These included staff not being trained, supervised appropriately, staff being late for visits, risk assessments not being carried out appropriately and incomplete records. We did not assess all quality statements at this assessment. For those areas we did not assess, we used the ratings awarded at the last inspection to calculate the overall rating.
At this assessment we identified improvements were needed. We found three breaches of regulations regarding safe care, consent to care and good governance. Appropriate risk assessments were not always in place and the provider did not always obtain consent from the person to provide them with care. The provider had developed care plans for each person, but these did not always contain the most up to date or detailed information regarding the support the person required. We will request an action plan from the provider to understand what they will do to improve the standards of quality and safety.
