During an assessment under our new approach

Delore Care East Sussex is a domiciliary care agency and provides personal care to people living in their own homes. At the time of this assessment 139 people were receiving support with personal care. We previously assessed the service in April 2024 but did not cover all parts of our Single Assessment Framework. Scores from the previous assessment have been combined with scores from this assessment to provide an overall rating. The assessment was carried out virtually from 6 December 2024 to 06 January 2025. Improvements were needed to the quality of record keeping. One example was in relation to minutes of meetings so that minutes accurately summarised the meeting and anyone not attending could understand the discussions held. People had risk management plans, which were kept under review and updated when needed. The service learnt from incidents and made improvements where needed. Staff worked with other services to ensure people's needs were met effectively. The service followed the requirements of the Mental Capacity Act. Staff demonstrated a good understanding of people's individual needs. People were involved in decisions about their care. Staff were kind and caring, taking into consideration people’s unique differences. There were regular opportunities for people and relatives to provide feedback about their care. Staff told us they felt well supported by the management team. Quality assurance assessments were used to review the performance of the service. Action was taken based on the findings of the various audits.

During an assessment under our new approach

Date of assessment 14 May 2024 to 19 June 2024. Delore Care East Sussex is a domiciliary care service providing personal care to people who live in their own home. We undertook this assessment due to concerns we received about the quality and safety of the service people received. The CQC only inspects the service being received by people provided with ‘personal care’, help with tasks related to personal hygiene and eating. Where they do, we also take into account any wider social care provided. At the time of this assessment, there were 116 people using the service who received personal care. We have not previously rated this service. This assessment did not cover all parts of our Single Assessment Framework; therefore, we have only updated scores and ratings for those areas which we have assessed. We will carry out future assessments to cover other parts of the Framework and will update our website with our findings. The registered manager and staff understood their duty to safeguard people from abuse and protect them from harm. Safeguarding procedures were in place and staff knew how to raise concerns. There were safe recruitment practices in place. Staff received regular training and supervisions Staff supported people to maintain their independence as much as possible. Staff told us they treat people with kindness, compassion and dignity in their day-to-day care and support. The provider promoted an open and inclusive culture. The provider had requested feedback from people who used the service. Any feedback was acted upon, and lessons learned. There were systems of audit and monitoring to check on the safety and quality of the service.
