During an assessment under our new approach

Date of Assessment: 9 and 13 January 2025. The service is a residential care home providing support to adults of all ages living with mental health conditions, some people were autistic and/or had a learning disability. We identified significant shortfalls in relation to risks to people. We found 7 breaches of the legal regulations in relation to safe care and treatment, safeguarding people, person centred care, treating people with dignity and respect, consent to care and treatment, good governance, and notifying the CQC of other incidents.

Incidents were not managed effectively or reported to the relevant stakeholders including the CQC or the local authority safeguarding team. The environment was not always safe and risks to people had not always been mitigated. Practices within the service did not uphold people’s human rights. There had been a lack of oversight and governance from the provider. An assessment has been undertaken of a service that is used by autistic people or people with a learning disability but is not registered as a specialist service. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
