Our view of the service
Date of Assessment: 18 February 2024 to 12 March 2024. The service is a care home providing support to adults of all ages living with a learning disability or autistic people. The assessment took place due to concerns we received regarding poor culture in the service and people not receiving their care when required. We found breaches of regulations relating to safeguarding, staffing and governance. We have asked the provider for an action plan in response to the concerns found at this assessment.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
During this assessment, we found processes to help ensure that safeguarding concerns are reported and reviewed to mitigate the risk to people were not always effective and there had been an incident whereby a person was found to have a bruise and this had not been looked into. Staff had not received appraisals and supervisions as required. The provider’s monitoring systems had not always been effective as they had failed to identify and address the concerns we found during our inspection.
There were good systems to protect people from the risk of infection and cross contamination and staff followed good practice. The home was clean, fresh and well-maintained. There were systems in place for the safe recruitment of staff. People and their relatives were involved in their pre-admission assessment, care planning and the management of individual risks.
People's experience of this service
People living at Pinkeys Road were not able to fully express their experiences of the care and support provided for them. We used a combination of observations, reviewing documentation and reviewing feedback from relatives and external professionals to help assess people’s experience.
Relatives were happy with the quality of care and support their family members received. Relatives and professionals told us people were happy, and staff treated people with kindness and respect.
